			<content:encoded><![CDATA[<p>It might be easier than you think to wrap your mind around spring even though  the heat of summer is still making you sweat. It won’t be long before the 2010  spring hunt regulations are posted and you can begin applying.</p>
<p>Many of these hunts require a hunt permit-tag allocated through the drawing  process. Hunters can submit an application as soon as the regulations are posted  on the department’s Web site.</p>
<p>Applications must be received by U.S. mail or hand delivered by Tuesday, Oct.  13 at 7 p.m. (MST) and postmarks do not count. There is no online application  system. For more details about applying for a tag through the draw, visit <a title="http://www.azgfd.gov/draw" href="http://www.azgfd.gov/draw">www.azgfd.gov/draw</a>.</p>
<p>The good news is the commission continues to offer hunts not tied to the  lottery process. There are many nonpermit-tags for direct purchase  over-the-counter at any license dealer, including the juniors-only spring turkey  season, the archery-only javelina hunts in metro units, as well as general and  archery-only spring bear seasons.</p>
<p>First introduced in the spring of 2009, the over-the-counter juniors-only  turkey hunt is a big success, with excellent participation and an overwhelming  support from the sportsmen’s community.</p>
<p>To facilitate the new program, the department partnered with many  organizations and hosted a couple of mentored hunting camps to encourage  beginning young hunters to get involved. These camps were so successful that  there will be three camps during the opening weekend in the spring of 2010.</p>

<p>Kids 14 and under interested in getting started in hunting big game, such as  javelina, turkey, deer, and are required to take an Arizona certified hunter  education course.</p>
<p>The department offers a variety of courses from the introductory course,  combo course to the latest online self-paced course. Each offers plenty of  lessons in addition to hunter and firearm safety.</p>

			<content:encoded><![CDATA[<p>For general waterfowl and snipe, the overall general season will be a liberal  season, 101 days in each of the state’s two zones.</p>
<p>The season begins Oct. 9 in the mountain zone and Oct. 23 in the desert zone.  The mountain zone season ends Jan. 17 while the desert zone ends Jan. 31.  However, for scaup ducks, the season is only 86 days, with a delayed start but  ending at the same time in each of the zones.</p>
<p>There are two other changes, canvasback ducks are legal to take this year  (last year was closed) and the bag for pintail has been increased from one to  two.</p>
<p>Included in the regulations are two juniors-only hunts. There is an early  season junior hunt Oct. 3-4 in the mountain zone, and then a late season junior  hunt Feb. 6-7, 2010 in the desert zone. Both hunts are great opportunities for  kids, 17 and under, to have the field to themselves.<br />
While it may come as a  surprise, Arizona offers a number of good duck hunting opportunities across the  state from jumping stock tanks in the desert to decoying and calling ducks over  lakes, streams, and marshes.</p>
<p>Water conditions throughout the state are good to average, which is the key  to holding ducks that migrate from the northwest. As the season progresses, keep  your eye on the weather forecasts for Idaho and Utah. When those states  experience freezing weather and cold fronts, Arizona will typically see new  ducks arriving shortly after. To get started in duck hunting all you need is a  shotgun and some non-toxic shot. However, hip waders are a great asset. After  that, it is just plain addictive. There is nothing like sitting on the edge of a  marsh, while the sun rises and listening to the whistling wings of ducks coming  into your decoy spread.</p>
<p>All waterfowl hunters 14 and older need a general hunting license (those  younger must be accompanied by a licensed adult). Additionally, a state  waterfowl stamp and a federal duck are required for those 16 and older. For  those hunting snipe, coots and moorhens a state migratory bird stamp is required  for those 16 and older. New this year is an alternate duck stamp using a  youngster’s artwork from the federal duck stamp contest; however, it is only  available at the Phoenix Game and Fish office. Regular Arizona duck stamps are  available at most retailers who sell licenses.</p>

Dove hunting is an Arizona tradition with more than 35,000  hunters participating each year.</span></div>

<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">“With good dove numbers  carrying over from last season and above-average winter and spring precipitation  this year, we should see another very good dove season in September,” said Mike  Rabe, migratory game bird supervisor. “However, the recent drying trend and  sputtering monsoons could have birds focused more around agricultural areas and  dependable water sources.”</span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">There are a couple of things  to consider this year. First, don’t wait until the last minute to get your  shotgun shells. Demand for ammunition continues to outpace supply and you don’t  want to find yourself with only a few boxes on opening day. Another reminder is,  now is a good time to submit that vacation request if you plan on taking  the  day off for opening day.</span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">The early dove season runs  from Sept. 1-15 with half-day hunts in the south zone and full-day hunts in the  north zone and statewide for youth hunters 17 and under. The late season offers  all-day hunting statewide from Nov. 20, 2009 through Jan. 3, 2010. </span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">“Those who go scouting a few  days before their hunt will have the best success. Mourning doves are very  mobile, strong flyers, and even if they were recently using a sorghum field, it  doesn’t mean they will be there a week later,” said Rabe. “Of course a windy and  rainy monsoon storm the week before the opener, like we had last year, could  disperse birds throughout the desert range and have flight numbers dispersed and  sporadic.” </span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Included within the dove  regulations are the season dates and bag limits for band-tailed pigeons and  Eurasian collared-doves. Band-tailed pigeon season starts Sept. 11 (north zone)  or Sept. 18 (south zone) and runs through Oct. 4. The season for collared-doves  is open now and runs yearlong. Hunters are reminded to keep one feathered wing  attached to all harvested birds, including collared-doves, until they reach  their final destination. </span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif;"><span style="font-size: x-small;"><strong>Where to  go</strong><br />

<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Sept. 5-6: Juniors-only  dove hunt, Robbins Butte Wildlife Area, near Buckeye (pancake and sausage  breakfast provided by Chandler Rod and Gun Club) </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Sept. 5: Juniors-only dove  hunt, Texas Hill Farms, Roll (east of Yuma) </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Sept. 12: New hunters only  dove hunt, East Valley location to be determined </span></li>

<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">“Dove hunting is a  deep-rooted family tradition, and these organized events are a great way to  teach the next generation about hunting and firearms,” says Recruitment and  Retention Coordinator Denise Raum. “When done properly, dove hunting is very  safe, provides plenty of action, a good meal, and instills how to be a safe and  ethical hunter.”</span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Furthermore, the department  is teaming up with local sportsmen’s organizations with a grant program to host  mentored hunting camps throughout the 2009-10 season to teach new hunters how to  hunt dove, quail, rabbit, squirrel, and other game animals, to learn more visit  www.azgfd.gov/hhwg.</span></p>
<p><span style="font-family: Arial, Helvetica, sans-serif;"><span style="font-size: x-small;"><strong>Start  planning</strong><br />
While there is nothing like the excitement of the hunt,  getting geared for dove season is half the fun. Here are some basic tips to get  you going in the right direction.</span></span></p>
<ul>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Arizona hunting license –  required for ages 14 and up (two hunters maximum under 14 may hunt without a  license, when accompanied by a licensed adult) </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Arizona migratory bird  stamp – required for ages 16 and older </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Shotgun shells – No. 7 ½ or  No. 8 upland bird shot, low brass (national average is 5-7 shots for each bird  harvested, Arizona’s limit is 10 birds) </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Hunter education – although  it’s not mandatory, if you’re new to hunting, reading the chapters on “Safe  Hunting,” “Hunting Skills,” and “Be a Safe Hunter” from the department’s online  program will cover a range of topics critically important for all dove hunters,  including T.A.B. +1, hunting with others, safe zone-of-fire, shotgun firing,  hunter ethics, and more. </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Practice shooting – take a  trip to your local clay target range and work out some of the kinks in your  swing and target leading to improve your success in the field. </span></li>
<li><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Start scouting – first  eliminate those areas that are now within city limits due to growth; try city  and municipality Web sites to identify their boundaries. Once you have rule  areas, use Google Earth to locate water tanks and natural corridors that dove  may move along. </span></li>

<p><span style="font-family: Arial, Helvetica, sans-serif; font-size: x-small;">Did you know, mourning doves  are the most numerous, widespread game bird in North America? They are prolific  breeders with an average life span of 1-2 years. Controlled hunting seasons  maintain them as a sustainable wildlife resource. Dove hunters are a valuable  conservation tool. There is an excise tax on ammunition that is contributed to  the Pitman-Robertson Fund, which in turn is returned to state wildlife agencies  for the management of wildlife, which benefits all citizens. Additionally,  hunters provide hundreds of thousands of dollars into the local economy, by  purchasing ammunition, gas, food and lodging while engaging in this American  tradition. <p><span style="font-family: Arial;">PHOENIX — It may be 100 degrees outside, but fall is right  around the corner – the fall hunting application deadline, that is. </span></p>
<p><span style="font-family: Arial;">Sportsmen, women and children looking forward to hunting in  Arizona this fall have until Tuesday, June 9 by 7 p.m. MST (postmarks do not  count) to apply for a hunt permit-tag for fall deer, turkey, juniors-only  javelina, bighorn sheep, buffalo, bear, mountain lion and pheasant (antelope and  elk draws are already complete). </span></p>
<p><span style="font-family: Arial;">There is no online application process available – it is a  manual paper-permit process only. </span></p>
<p><span style="font-family: Arial;">Printed copies of the 2009-10 Arizona Hunting and Trapping  Regulations are being distributed to license dealers and Arizona Game and Fish  Department offices throughout the state, and should be available this weekend or  early next week. Regulations and application materials are also available at the  department’s Web site at <a title="http://www.azgfd.gov/draw" href="http://www.azgfd.gov/draw">www.azgfd.gov/draw</a>.</span></p>
<p><span style="font-family: Arial;">Nevertheless, don’t delay. Apply before 5 p.m. on May 28 to  take advantage of the correction period. If there is an error in your  application, the department will make three attempts, within a 24-hour period,  to notify you by telephone (if a phone number is provided) to get the  application corrected. After that date, mistakes can cause your application to  be rejected.</span></p>
<p><span style="font-family: Arial;">Pheasant hunters should note that the deadline to apply for  a pheasant tag has changed. The new deadline to apply coincides with the fall  draw deadline of Tuesday, June 9 by 7 p.m. MST – postmarks do not count.  Pheasant applicants are reminded there is a nonrefundable $7.50 application fee  for successful and unsuccessful applicants.</span></p>
<p><span style="font-family: Arial;">Here’s something to make your life easier. Applicants should  take advantage of the editable PDF application available at www.azgfd.gov/draw.  Just type out your information on the computer, then print it out, sign, include  your payment, and drop it off or mail it in (along with the correct fees using  check or money order). Applicants are encouraged to use the form to prevent some  of the common mistakes (missing information, using the unit numbers instead of  the four-digit hunt number, etc.) and for improved legibility.</span></p>
<p><span style="font-family: Arial;">Applicants should note, there is a new P.O. Box for  submitting hunt permit applications, and the address should be reflected on the  new envelopes. The new address is Arizona Game and Fish Department, Attn.:  Drawing Section, PO Box 74020, Phoenix, AZ 85087-1052. However, applications  mailed to the old address will be automatically forwarded to the new  address.</span></p>
<p><span style="font-family: Arial;">If, when looking at the regulations, you see changes from  last year and you find yourself asking “why did they do that,” most likely the  reason for the change is derived from the hunt guidelines. The hunt guidelines  set the overall framework (biological and social) for determining the hunting  seasons, structures and permits. The department is in the process of revising  the guidelines that will be used for setting the 2010-11 and 2011-12 hunting  seasons.</span></p>
<p><span style="font-family: Arial;">The direction for the next guideline revision is for  standardization, simplification, and increasing hunter participation. The year  2009 marks the ground floor and hunters are encouraged to participate. <p>What kind of tips do we want? That nugget of  wisdom gleaned from years of experience, or a piece of advice you would share  with your best friend or your child to improve their success at  hunting.</p>
<p>Keep it brief: Three sentences or fewer should cover it. Be  specific: Avoid generalities by tying your tip to a particular species,  situation, time of year or other fact. Don’t give away a favorite location; we’d  rather hear about techniques or practices that pay off. And yes, it’s OK to  identify gear you swear by.</p>
<p>Examples of what and what not to  submit:<br />

<li>Pay attention to wind direction. (This is too general: We’re looking for  specifics.)</li>
<li>Hunt into the wind. (This is excellent and brief, a true nugget of  wisdom.)</li>
<li>When making a stalk, take wind direction into account. Wind is never your  friend, and if ignored will carry your scent toward your quarry, lessening your  chance of success. To avoid that, hunt into the wind. (Excellent and an  acceptable length — but please don’t go longer.)</li>

<p>PHOENIX – The 2009 drawing for Arizona elk and antelope hunt permit-tags has  been completed, and the 117,873 applicants can now visit the Arizona Game and  Fish Department’s Web site at <a href="http://www.azgfd.gov/draw">www.azgfd.gov/draw</a> or call (602) 942-3000  and follow the prompts to see if they have been drawn.</p>
<p>Be prepared to provide your department identification number, plus your birth  date to access your specific draw information.</p>
<p>Hunt permit-tags will be mailed out to successful applicants no later than  April 24, 2009. Refunds for unsuccessful applicants (minus the application fee)  will be mailed out to the person shown as “Applicant A” on the application form  no later than April 24. Any licenses requested via the draw application process,  regardless of draw success, are scheduled to be mailed out prior to April  24.</p>
<p>Game and Fish officials said there are 41 leftover general antlerless elk  tags for limited opportunity hunts and 55 leftover archery-only antlerless elk  tags for limited opportunity hunts that can be applied for by mail only  beginning April 27, 2009 (first-come, first-served). The list of leftover  tags is posted at <a href="http://www.azgfd.gov/draw">www.azgfd.gov/draw</a>.  Please mail applications to Arizona Game and Fish Department, Attn: Draw/1st  Come, 5000 W. Carefree Highway, Phoenix, AZ 85086.</p>
<p>There are also two antelope permits and 57 elk permits (different permit  types) remaining at Camp Navajo for those eligible. For more information, visit  the Camp Navajo Web site at <a href="http://www.campnavajo.com/">www.campnavajo.com</a> or e-mail <a href="mailto:hunting@campnavajo.com">hunting@campnavajo.com</a>.</p>
<p>Remember that the Arizona Game and Fish Commission will be setting the other  2009-10 big game hunts for deer, turkey, javelina, bighorn sheep, buffalo, bear  and mountain lion during its Saturday, April 18 meeting at the Game and Fish  headquarters on Carefree Highway just 1.5 miles west of I-17. Department  recommendations for fall hunts will be available online for review on April 4 at  <a href="http://www.azgfd.gov/h_f/hunt_guidelines.shtml">www.azgfd.gov/h_f/hunt_guidelines.shtml</a>.</p>
<p>You will be able to start applying for those hunts once the appropriate  information is posted online. The anticipated deadline to apply is Tuesday, June  9 (the second Tuesday of June), pending approval of the schedule by the Arizona  Game and Fish Commission. As a reminder, the online application process will not  be available.</p></div>

			<content:encoded><![CDATA[<p class="columnBody">Rabbits                                                    are very challenging to hunt,                                                    offer a great hunting introduction                                                    to youngsters, and they are                                                    excellent table fare.</p>
<p class="columnBody">There are                                                    three types of rabbits that                                                    can be hunted in Arizona: the                                                    cottontail, black-tailed jackrabbit                                                    and the towering antelope jackrabbit.</p>
<p class="columnBody">The hunting                                                    season is open all year with                                                    only cottontail rabbits having                                                    a bag limit (10 in 2008-09);                                                    there is no limit for jack rabbits.</p>
<p class="columnBody">Rabbit hunting                                                    teaches many of the same skills                                                    needed for pursuing big game,                                                    including locating game, stalking,                                                    shot placement, harvesting,                                                    field dressing, and game meat                                                    preparation.</p>
<p class="columnBody">The only                                                    equipment needed is a modest                                                    rimfire rifle (.22s and the                                                    new .17s), or for very young                                                    beginners, a small-gauged shotgun                                                    is perfect, along with a sharp                                                    knife, binoculars and water.</p>
<p class="columnBody">Youth age                                                    13 and under (2 max.) accompanied                                                    by a licensed adult can hunt                                                    for free and without a hunting                                                    license. A general hunting license                                                    is required for those 14 and                                                    older. (Hunter Ed is not required                                                    for small game – but it                                                    is encouraged.)</p>

<p align="justify"><span style="font-size: x-small;">In previous issues                                  of Hunting Highlights, we&#8217;ve discussed the issue                                  of the future of hunting, particularly the concern                                  about declining participation in this American                                  tradition nationwide. Wildlife agencies and industry                                  are working on a large scale to bring awareness                                  to this situation and incorporate programs to                                  reduce the trend.</span></p>
<p><span style="font-size: x-small;">Last year your Game and Fish Department                                  created a unique group of passionate individuals                                  to address this concern in Arizona. The Hunter                                  Heritage Work Group (HHWG) is made up of dedicated                                  volunteers throughout the many branches of the                                  agency, all with one common goal &#8211; a passion for                                  continuing the hunting and angling legacy. </span></p>
<p><span style="font-size: x-small;">The HHWG has made some great strides                                  towards this goal by removing barriers to go hunting,                                  increasing introductory programs, teaching new                                  people to hunt, and sharing the message of how                                  hunters play an important role in wildlife conservation.</span></p>
<p><span style="font-size: x-small;">However, with all great tasks,                                  there is still much to do. Like all movements,                                  it is at the grassroots level where change really                                  begins. This is nothing new, and there are already                                  many local groups promoting youth outdoor events,                                  hunting camps and public outreach. The department                                  is working with a number of groups on these types                                  of programs, but &#8220;together&#8221; we can do                                  even more.</span></p>

<p><span style="font-size: x-small;">This is why the HHWG is extending                                  an open invitation to all sportsmen&#8217;s groups,                                  rod and gun clubs, and conservation organizations                                  to attend the next HHWG meeting at Vincent Ranch                                  near Woods Canyon Lake on the Mogollon Rim, Saturday,                                  June 20, from 8 a.m. &#8211; 5 p.m. Many of the members                                  will camp out Friday through Sunday to allow for                                  some informal campfire discussions and getting                                  to know one another.</span></p>
<p><span style="font-size: x-small;">The HHWG has two bi-annual meetings                                  to discuss big-ticket action items. One of the                                  main items on the table is a grant request from                                  the National Shooting Sports Foundation (NSSF).                                  The department is requesting a grant to assist                                  the creation of a formal Mentor Program. The goal                                  of this program is to work with and help fund                                  hunting organizations to start their own recruitment                                  programs by hosting hunting camps &#8211; both small                                  and big game &#8211; for new hunters.</span></p>
<p><span style="font-size: x-small;">Many other items will be discussed                                  at this meeting that are of interest to all sportsmen                                  in Arizona. <div><span style="font-family: Arial,Helvetica,sans-serif; font-size: x-small;"><span style="font-family: Arial;">If you have visions of elk steaks on the grill or sending those trophy  horns of a 70-class pronghorn to the taxidermist, don’t forget the most  important step – applying for a hunt permit-tag before the deadline. </span></span></div>
<p><span style="font-family: Arial,Helvetica,sans-serif; font-size: x-small;"><span style="font-family: Arial;"><span style="font-family: Arial;">The final deadline to submit paper-only applications for a  2009 hunt permit-tag for pronghorn antelope and elk hunts through the draw  process is <strong>Tuesday, Feb. 10 by 7 p.m.</strong> (MST). Applications must  be received by mail or hand delivered to a department office before the  deadline; <strong>postmarks don’t count</strong>. Remember, there is NO online  application process for the draw.</span></span></span></p>
<p><span style="font-family: Arial,Helvetica,sans-serif; font-size: x-small;"><span style="font-family: Arial;"><span style="font-family: Arial;">To help hunters navigate the application process, the  Arizona Game and Fish Department offers these tips:</span></span></span></p>
<ol><span style="font-family: Arial,Helvetica,sans-serif; font-size: x-small;"><span style="font-family: Arial;"></p>
<li><span style="font-family: Arial;"><strong>Buy your 2009 hunting license before  applying</strong>. If you need your license before the draw is completed (April  24), buying your license now will eliminate the wait and long lines at  department offices. (Note: This is a great year for a combo hunt and fish  license &#8211; the fishing should be fantastic this year.)</span></li>
<li><span style="font-family: Arial;"><strong>Use the new editable PDF application</strong>. By  using a computer to fill out the application, many errors are eliminated,  including legibility issues. Just fill it out, print it out, sign it, include  your payment, and deliver it to the department. Remember, there is no online  application process for the draw.</span></li>
<li><span style="font-family: Arial;"><strong>Consult the 2008 Hunt Arizona booklet</strong>.  Research draw odds, hunt success, tag allotment and more with this valuable  resource available online in PDF, or purchase a hard copy for only $6 at any  department office.</span></li>
<li><span style="font-family: Arial;"><strong>Pay by check, money order or cashier’s  check</strong>. The department doesn’t accept cash or credit/debit card payments  with the hunt permit-tag application. (Note: You may pre-purchase a license at  the front counter with cash or credit/debit card.)
<p></span></li>
<li><span style="font-family: Arial;"><strong>Include the correct payment amount</strong>. Be  certain to double-check your math when making out your payment. There is a  worksheet on the second page of the application. Also, make certain you don’t  transpose any numbers when writing out your check, money order or cashier’s  check (it’s more common than you may think).</span></li>
<li><span style="font-family: Arial;"><strong>Use a separate application for each  species</strong>. If you are applying for both elk and antelope, you must use  two separate applications, envelopes and payments.</span></li>
<li><span style="font-family: Arial;"><strong>Use the “Hunt No.” in the first through fifth  choice fields</strong>. This is the four-digit number in the far left column  under each Commission Order. Don’t use Game Management Unit numbers (which are  typically alphanumeric).</span></li>
<li><span style="font-family: Arial;"><strong>Consider what type of hunter you are</strong>. When  looking over the Hunt Arizona information, keep in mind what type of hunt you  are after. Do you just want elk meat, or are you dead set on harvesting a  trophy? Do you have flexibility in your travel time, or is it limited? All these  play a key role in your odds of being drawn. It could take time to draw that  rutting bull tag compared to a late-season muzzleloader cow hunt.</span></li>
<li><span style="font-family: Arial;"><strong>Include your social security number – it’s a  federal law</strong>. Even if you use a department-assigned identification  number, you are still required to include your social security number. If you  only use one number, it must be your social security number.</span></li>
<li><span style="font-family: Arial;"><strong>Only use one choice when applying for a bonus  point</strong>. If you are just applying for a bonus point, use the first Hunt  No. listed under each Commission Order in the first choice field and include the  $7.50 application fee (leave the second through fifth choices blank).</span></li>
<p></span></span></ol>

If this is your first-time  applying, or you are new to the process, feel free to stop by and ask for  assistance. However, license sales at department offices end at 5  p.m.</span></span></span></p>

Hard copies of the 2008 Hunt Arizona publication  are also available for sale at all department offices.</span></span></span></p>

<p><span>KINGMAN, Ariz.  – The Arizona Game and Fish Department is offering a reward  for information leading to the arrest of those responsible for the illegal  killing of a bull elk.</span></p>
<p><span>The elk was shot and left to waste on Oct. 25 at the Corner Dam Tank in <a title="http://www.azgfd.gov/h_f/hunting_units_kingman.shtml" href="http://www.azgfd.gov/h_f/hunting_units_kingman.shtml" target="_blank">Game  Management Unit 18A</a>, north of I-40 off the Fort Rock exit.</span></p>
<p><span>The suspect vehicle is a white Ford Explorer, which was seen parked at the  tank at first light on the day of the poaching.</span></p>
<p><span>Game and Fish officers are investigating the case.</span></p>
<p><span>“Leaving an animal to waste is not the act of sportsmen,” said Velma Holt,  supervisor for the Kingman office’s west sector. “We understand mistakes can  happen in the field and we have protocols for such cases.</span></p>
<p><span>“However, the most important thing is that we are able to salvage the meat of  an animal and not have it go to waste, as was the case with this incident.”</span></p>
<p><span>Anyone with information about this poaching is asked to contact the <a title="http://www.azgfd.gov/ogt.shtml" href="http://www.azgfd.gov/ogt.shtml" target="_blank">Operation Game Thief </a>hotline at (800) 352-0700. Caller  identities will remain confidential upon request. The department is currently  offering a reward up to $1,500 for information leading to the arrest of the  individual(s). Callers may also contact the Game and Fish Kingman office at  (928) 692-7700.<br />

<p><img src="http://www.azgfd.gov/artman/uploads/leftover_tags-web300.jpg" alt="" width="300" height="225" align="right" />PHOENIX — Are you tired of those leftover turkey sandwiches? Then try some javelina sausage or bear bratwurst. There are plenty of leftover hunting permit-tags for spring javelina, turkey, and bear now available on a first-come, first-served basis from the Arizona Game and Fish Department starting today.</p>
<p>There are more than 9,000 javelina tags, more than 250 turkey tags, and just over 70 tags for bear remaining from the spring big game draw process (announced Nov. 10).</p>
<p>Applications will be accepted by mail only, on or after Dec. 1. For a detailed listing of leftover permits, regulations, applications, and instructions on how to apply, visit <a href="http://www.azgfd.gov/draw">www.azgfd.gov/draw</a>.</p>
<p>For those who qualify, there are military hunts available for Fort Huachuca. Call (520) 533-2549 for additional information.</p>
<p>Nearly all hunt types are available for javelina, including juniors-only, general, HAM (handgun, archery, and muzzleloader), and archery-only. For turkey hunters, the tags available are for general hunts, the available bear tags remaining are for archery-only hunts.</p>
<p>A 2009 hunting license is required to apply for a permit-tag. Licenses can be purchased from an Arizona Game and Fish Department office, license dealer, or apply for one by mail in conjunction with your tag application. When applying for a license via the tag application, be certain that all required information and additional payment fees are correct and enclosed. In addition, youth hunters ages 10-13 are required to have completed a certified <a href="http://www.azgfd.gov/education">hunter education course</a> to hunt big game.</p>
<p>Each of these animals make excellent table fare, not to mention the great experience you gain when hunting these wild creatures.</p>
<p>Hunting and fishing continues to be the cornerstone and a primary source of funding for wildlife management and conservation in North America. In Arizona alone, more than 418,000 hunters and anglers spend $3.8 million a day, or $1.3 billion per year participating in these activities to the benefit of local economies. Regardless of whether one chooses to actively participate in hunting or angling, people interested in wildlife and its future should understand the role sportsmen play in conservation.</p></div>

<p>As part of the <a title="http://www.azgfd.gov/artman/publish/article_1022.shtml" href="http://www.azgfd.gov/artman/publish/article_1022.shtml" target="_blank">2009  elk hunt recommendation package</a>, the Arizona Game and Fish Department is  proposing to once again offer elk over-the-counter nonpermit general and archery  tags for certain areas—but with some minor changes to season dates, hunt areas  and boundary descriptions from 2008.</p>
<p>Hunters are advised to wait until after the final 2009 Pronghorn Antelope and  Elk regulations have been posted at <a title="http://www.azgfd.gov/rules" href="http://www.azgfd.gov/rules">www.azgfd.gov/rules</a>, in mid to late  December 2008, so you can review the regulations before purchasing one of these  tags.</p>
<p>The department’s recommended season dates and hunting areas for 2009 won’t be  finalized until the Arizona Game and Fish Commission gives approval at its  meeting on Dec. 6, 2008. If the commission approves the recommendations, maps of  authorized hunting boundaries, allowed weapon types and season dates will be  posted in PDF format on the department’s Web site to let interested hunters  assess if this opportunity meets their needs.</p>
<p>Over-the-counter elk nonpermit-tags are for very specific and limited  locations where the Arizona Game and Fish Department is attempting to create  areas with few or no resident elk. These areas were identified through public  process as places where elk did not occur historically and their continued  occupation could negatively impact other wildlife or land uses.</p>
<p>Elk numbers in these hunt areas are low; therefore, hunt success is expected  to be low. However, these hunts have proven to be popular, as they afford the  opportunity to hunt with friends, which hasn’t always been possible because of  the difficulty in getting drawn for draw hunts.</p>
<p>Over-the-counter elk nonpermit-tags will be available for sale at department  offices and at license dealers throughout the state. <p><span><span style="font-family: Arial;">The Arizona Game and Fish Department wants to remind  archery-only deer hunters with over-the-counter permits there are a number of  Game Management Units that are not open hunting areas for the 2008 December  hunt, as in past years.</span></span></p>
<p><span><span style="font-family: Arial;">Game Management Units <strong>17A</strong>,  <strong>20A</strong>, <strong>22</strong>, <strong>23</strong>,  <strong>37A</strong>, and <strong>42</strong> are <strong>not included</strong> in the <strong>December 2008</strong> archery-only <strong>season</strong>.  These units will not be open until the Jan. 1-31, 2009 season.</span></span></p>
<p><span><span style="font-family: Arial;">Archery-only deer hunters are reminded to thoroughly review  the <a title="http://www.azgfd.gov/pdfs/h_f/regulations/08-09/08-09.pdf" href="http://www.azgfd.gov/pdfs/h_f/regulations/08-09/08-09.pdf">2008 Arizona  Hunting and Trapping Regulations</a> before taking to the field for their deer  hunt. A 2009 general hunting license is also required to hunt beginning Jan. 1,  2009.</span></span></p>
<p><span><span style="font-family: Arial;">Harvest percentages are the reason for the structure change.  In units where the archery harvest exceeded 20 percent of the overall take, the  seasons have been shortened, or in some cases, they have become part of the draw  system.</span></span></p>
<p><span><span style="font-family: Arial;">The reason for this change is to allocate the harvest among  deer hunters in proportion to the demand for that weapon choice. In some  management units, the harvest proportion for certain weapon types exceeded the  demand.</span></span></p>
<p><span><span style="font-family: Arial;">The same system applies for units where the harvest is less  than 10 percent of the total harvest. In those cases, the season was extended.  Game Management Units 4A, 4B, 8, 9 and 19A benefitted from this and will see a  new season from Jan. 1-16, 2009 for over-the-counter archery-only deer  hunters.</span></span></p>

To allow for modest population growth in some areas, a reduction  of antlerless permits is recommended. <p>Applicants can obtain draw results for spring turkey, javelina, buffalo and  bear hunt tags by providing a department ID Number (usually the applicant&#8217;s  Social Security number) and date of birth. Draw results are also available by  telephone at (602) 942-3000 (press 2).</p>
<p>Game and Fish officials said that hunt permit-tags will be mailed out to  successful applicants no later than Dec. 5. Unsuccessful or rejected applicants  will have their refund mailed out by Nov. 28.</p>
<p>For those individuals who were unsuccessful in the 2009 spring draw or did  not submit an application, don’t despair – there are remaining tags for spring  javelina, turkey and bear. Applications for more than 9,000 javelina tags, more  than 250 turkey tags, and just over 70 tags for spring bear hunts will be  accepted by mail only on or after 8 a.m. (MST) on Dec. 1, 2008. <p>For those who qualify, there are military hunts available for Fort Huachuca.  Call (520) 533-2549 for additional information.</p>
<p>Hunters are reminded that spring turkey tags for juniors-only can be  purchased over-the-counter. Also available over-the-counter are archery-only  javelina tags for hunts in metro units. Both of these tags can be purchased at  any department office or license dealer.</p>
<p>Early outlook predictions are very favorable for the spring hunting season  given the amount of precipitation the state received in winter and spring this  year. Javelina are exciting and challenging to hunt, offering an excellent  introduction to the skills needed for other big game hunting such as deer and  elk. As for edibility, they make very good chorizo breakfast sausage, Italian  and bratwurst sausages, as well as roasts and stews.</p>
<p>Other dates hunters should make note of include Nov. 21 for the opening of  late season dove and Nov. 28 for the kick-off of Mearns’ quail season. For those  interested in hunting elk and antelope next year, mark your calendars: The  anticipated 2009 antelope and elk draw deadline is the second Tuesday in  February 2009. Winter drawing information and regulations should be available on  the department’s web site, <a title="http://www.azgfd.gov/" href="http://www.azgfd.gov/">www.azgfd.gov</a>, by mid to late December 2008.</p>
<p>Hunting and fishing continues to be the cornerstone and a primary source of  funding for wildlife management and conservation in North America. In Arizona  alone, more than 418,000 hunters and anglers spend $3.8 million a day, or $1.3  billion per year participating in these activities to the benefit of local  economies. Regardless of whether one chooses to actively participate in hunting  or angling, people interested in wildlife and its future should understand the  role sportsmen play in conservation.</p>
<p><span style="font-family: Arial;"><strong>Note to media:</strong> The big game draw is a  lottery-style process for allocating the limited number of Arizona big game  hunting permits to applicants. The first-come permit system allows individuals  to apply for any leftover big game hunt permit-tags not issued during the normal  drawing process. </span></div>
